Pending transactions API

Customers want a custom API from which they can retrieve pending transactions from the mempool without the need to create a custom script.
Currently the "pendingTransactions" event just returns the transaction hash and users have to manually query each transaction data with a separate request (web3.eth.getTransaction).

The custom API will return full transaction details to the users.
