Unable to bind card

CloudBilling and payment

I have an ICBC credit card and want to bind it to my account for payment, but the binding process keeps failing. The failure message is "The card has expired", but my card has not expired. I also asked the ICBC staff, and they showed that my card status is normal. Why can't I bind this card?
