Cap for requests

We need an option where we can state how many max requests are allowed per day. When making automated scripts, they might have bugs which repeat the same request indefinitely, consuming the subscription limit and going over that limit. Other rpc node providers have this feature and I think it's essential to have.

Zcash support

Expose usage metrics via API

Ability to query current usage (per node or global) would be great to build custom monitoring with internal tools (in addition to "Resources usage notification" or "Cap billing"). For instance, having the same endpoint than https://console.chainstack.com/api/core/v1/usage/series/ but in api.chainstack.com
